The Ohio Valley and Southern States Laborers-Employers Cooperation and Education Trust (OVSS LECET) works within a 9 state region located in the central and southern United States to bring the Laborers' International Union of North America (LIUNA) and its signatory contractors together to address issues of mutual interest. Both Laborers and their employers share a lot of common ground. Working as a team, they secure projects and jobs, increase union-sector market share, advertise their services, develop a workforce, and advance shared market-related interests.

OVSS LECET's most important mission is assisting Laborers' affiliated Local Unions and their partnering contractors to win projects and jobs. LECET's innovative program, Cooperation Trust Tracking System (CTTS), monitors thousands of construction projects from planning to construction. LECET alerts its Laborers' affiliates of upcoming projects, giving Laborers and their signatory contractors' time to prepare a bid, assemble a workforce, and win the work. While Laborers are working hard on current projects, LECET is hard at work identifying future project and job opportunities.

Construction is constantly changing, and LECET helps Laborers and their signatory contractors stay with today's market demands. LECET looks down the road to determine where the industry is headed, and what Laborers and their contractors will need to do to stay out front. The Laborers-AGC Education and Training Fund (Laborers-AGC) uses LECET's market analyses as it develops training programs that keep Laborers up to date and safe on the job. The result? Positioning Laborers and their signatory contractors to make the most of OUR future.
